ACCOUNTABILITY STATEMENT:
The Engineering Specialist supports the development and implementation of project administration frameworks and pre-contract preparation activities. This role also provides technical assistance to various teams within the Rail Infrastructure Department by performing engineering-related tasks such as preparing cost estimates, conducting field measurements and inspections, evaluating dimensional load clearances, and addressing other infrastructure-related requirements as needed.

This role also provides technical assistance to various teams within the Rail Infrastructure Department by performing engineering-related tasks such as preparing cost estimates, conducting field measurements and inspections, evaluating dimensional load clearances, and addressing other infrastructure-related requirements as needed.
MAJOR DUTIES/ RESPONSIBILITIES:
- Create detailed estimates for various engineering works based on data received or gathered from the field
- Provide restrictions and guidance to the Rail Traffic Control office regarding the handling of dimensional loads on the railway
- Oversee basic engineering design projects
- Maintain and report on various Rail Infrastructure KPIs
- Oversee the biennial rail grinding program and third-party inspection services
- Assist in gathering relevant drone imagery and completing ad hoc requests
- Conduct annual ballast stockpile volume surveys (Spring/Fall)
- Track progress of various work groups
- Assist with the implementation of capital projects with the EAM team
- Assist in the development of the annual Track/Culvert Program
- Order required materials and ensure contract services are in place
- Address issues related to work production or employee performance
- Review and verify invoices for accuracy and process payments
- Ensure compliance with Health and Safety policies and procedures; address any non-compliance by employees or contractors
- Conduct weekly work observations and provide feedback to employees
REQUIREMENTS:
- Advanced College Diploma in Civil Engineering, or a combination of education, training, and experience
- C. Tech, C.E.T and/or P. Eng certification is preferred
- 3 - 5 years of proven experience successfully leading small teams in railway, industrial, or construction environments
- Demonstrated experience related to railway, freight /passenger is considered an asset
- Knowledge of Industry Track Standards with the ability to interpret and explain requirements to various internal and external
- Experience with Autodesk software (AutoCAD and/or Civil 3D) to create and update drawings and standard plans will be considered an asset
- Valid, G Class drivers’ license
- Strong technical writing background with the ability to create clear, concise documentation and deliver effective presentations to diverse audiences
- Excellent problem-solving and negotiation skills, with a strategic and solution-oriented approach
- Skilled in fostering productive relationships and collaborating with a wide range of stakeholders
