The Director, Regulatory Affairs is responsible for ensuring the organization’s compliance with applicable corporate and other non-rail regulatory requirements including but not limited to establishing and maintaining a database of all legislation, directives and policies, and completing compliance reviews. This role will also manage the annual Certificate of Attestation process and coordinate business continuity planning and corporate emergency preparedness initiatives.

The Director, Regulatory Affairs is responsible for ensuring the organization’s compliance with applicable corporate and other non-rail regulatory requirements including but not limited to establishing and maintaining a database of all legislation, directives and policies, and completing compliance reviews. This role will also manage the annual Certificate of Attestation process and coordinate business continuity planning and corporate emergency preparedness initiatives.
MAJOR DUTIES/ RESPONSIBILITIES:
- Review existing legislation, policies and directives to determine regulatory requirements.
- Create and update a database with new and amended regulatory requirements and communicate new requirements to the internal responsible stakeholder
- Establish and maintain training program to ensure internal stakeholders remain current on knowledge of applicable standards and practices
- Maintain a calendar with regulatory submittal deadlines
- Complete reviews as required of ONTC’s compliance with regulatory requirements
- Review submittals to regulators for completeness and accuracy
- Ensure submittals to regulators are completed properly and on time
- Communicate with regulators as required regarding compliance and enforcement issues
- Coordinate/facilitate visits from regulatory inspectors
- Responsible for the annual Certificate of Attestation process
- Provide oversight to the Manager, Information Management, Policy Coordinator and other employees within the group, setting strategic direction for the Agency’s Information Governance Strategy
- Direct the development, implementation, and oversight for internal policies across all divisions, including ensuring consistency in drafting
- Ensure all corporate policies are maintained in an appropriate digital platform
- Ensure policies are compliant with government regulations and aligned with organizational goals, and provides guidance and support to stakeholders responsible for drafting policies
- Coordinate with internal teams responsible for operational business continuity planning to develop and maintain a comprehensive business continuity plan to ensure critical corporate operations continue during disruptions
- Conduct risk assessments and business impact analyses to identify vulnerabilities and create strategies to establish priorities for essential functions for different regulatory scenarios
- Provide strategic direction and oversight to team members in accordance with department and corporate goals and objectives
- Work collaboratively, efficiently, and effectively with team on financial, HR and business planning ensuring alignment with the operational needs and objectives
- Lead and develop employees in alignment with legislative and policy requirements, set performance objectives, provide ongoing coaching, feedback, and manage employee schedules and training
- Select, train, and motivate an effective team, establish procedures and tools to enhance team efficiency, and act as an escalation point and subject matter expert within authority limits
- Encourage, promote, advocate for, embrace and lead continuous improvement and a culture of inclusivity and safety
REQUIREMENTS:
- Bachelor Degree in Law or a university degree another relevant discipline
- 8-10 years’ experience working within a regulated field (e.g. privacy, environmental, transportation)
- 5+ years of Director or equivalent senior level experience, including supervising staff
- Minimum 8 years of progressive experience including policy, intergovernmental relations or stakeholder management work is preferred
- Experience managing regulatory affairs for a corporation subject to multiple regulatory regimes is preferred
- Experience with data and information management
- Ability to interpret and implement requirements under legislation, directives and policies in a variety of disciplines
- Experience conducting compliance reviews
- Experience in policy development and implementation
- An understanding of provincial governance structures
- Development and implementation of training programs
- Ability to effectively interact and maintain relationships with government, regulatory agencies, internal leaders and external stakeholders
- Ability to understand multiple regulatory regimes and organize and plan regulatory submittals
- Computer and mobile device literate, including proficiency with Power Point, Excel, Word, Outlook and Teams
- Valid Class G Driver’s License with ability to travel up to 25%
- Excellent verbal and written communication skills
- Strong leadership and management skills
- Detailed oriented with strong analytical and problem-solving skills.
